Utilizing Existing Data

The Study was based on readily available data and study reports as well as field observations and discussions.  The Study did not repeat what other previous studies had already done.  Relevant study reports were reviewed, evaluated and reflected on proposals made through the Study.

Field surveys were conducted in cooperation with Salvadoran experts and assistants as well as the CND counterpart personnel to generate additional primary data.  The Study Team proposed and conducted 11 such surveys (of which one was later proposed) at different stages of the Study as listed in the table below.

The Study included components to cultivate social consensus on the economic development of El Salvador, development of the Eastern Region, and utilization of the La Union port.  To substantiate such a process, the Study utilized consultative meetings at different levels on various occasions.  A series of community workshops were conducted to identify the existing conditions and needs at the grassroots level as well as municipal consultation especially in the Eastern Region.  Seminars and workshops were organized both in San Salvador and the Eastern Region at each stage to present interim results of the study and works in progress as well as discuss critical issues related to the economic and regional development.
