Study Organization

A team of experts nominated by JICA took on the Study in close collaboration with CND counterpart personnel.  The JICA Study Team was organized, under the management of a Japanese team leader, with two Salvadoran experts and Japanese and other foreign experts.  Additional Salvadoran experts and assistants were mobilized for various tasks including those for the surveys proposed in the previous section to augment the capacity of the CND/JICA joint team and improve local input.

CND established a Steering Committee and a Working Group to facilitate and support the implementation of the Study.  The Steering Committee consisted of representatives from relevant ministries, agencies and organizations, and was a prime decision making body for policy matters associated with the Study.  The Working Group was chaired by CND and composed of experts at the working level of relevant ministries, agencies and organizations.  It provided guidance, comments and feedbacks on technical matters related to the Study from the national, local and sector-wise perspectives.

JICA organized an Advisory Committee to provide guidance and advice to the Study Team.  The Committee and the Study Team had sessions occasionally both in El Salvador and Japan.  The Study Team also worked with other JICA experts dispatched to El Salvador on a short or long-term basis, who formed a taskforce to provide information, opinions and input for the Study, staff members of the JICA headquarters and El Salvador office, JBIC, and other organizations to facilitate coordination between different schemes of the Japan's ODA.

The Study was carried out over a 21-month period from October 2002 through June 2004.  The members of the JICA Study Team are listed in the table below.  Additional Salvadoran experts and assistants were mobilized for various tasks to augment the CND/JICA joint team and to improve local input.
