Its establishment was supported by capital contribution and advisory of prominent experts in the fields of development cooperation and regional development and high expectation of related public and private organizations.
RECS offers first-class services related to basic studies, planning, evaluation and management for both overseas development projects and international projects in Japan.

Tsuyoshi HASHIMOTO
Chief Executive Director
Ph.D. from Cornell University specialized in water resources, economics and operations research, and M.S. in environmental engineering from University of Southern California.
Worked at International Institute for Applied System Analyses in Austria as a research scholar in Resources and Environment Area.
After two and a half years at International Development Center of Japan and 12 years with Nippon Koei Co., Ltd., founded RECS International Inc.
Stayed in more than 50 developing and developed countries, and provided consultancy services in various fields including urban and regional development, environment, water resources management and social development.
One of the most experienced urban and regional planners and a new leader in the consulting society in a world.
Executive board member of Engineering and Consulting Firms Association, Japan (ECFA).
Published several books and numerous papers.
Koichi MERA
Supreme Technical Advisor
Ph.D. from Harvard University in urban and regional planning, and M.S. in urban planning from Tokyo University.
Has been an associate professor in economics at Harvard University, professor in urban planning and economics at Tsukuba University and also in economics at Tokyo International University and a guest professor at Tokyo University (urban economics), Willamette University (international business) and University of Southern California (urban development).
Prominent urban and regional planner and analyst in the world.
Served as an advisor for many projects and firms on various development issues.
Published several books and a large number of technical papers.
